T.O. City Council December 2023 Meetings Summary

The following summary is from regular council meetings on Tuesday, December 5 and 12. Highlights from the general plan adoption can be seen on page 19.

CLOSED SESSION:

Pending Litigation: Jesus Sanchez vs. City of Thousand Oaks et al., Ventura County Superior Court Case Number: 2023CUPP016508.

Anticipated Litigation: There is a significant exposure to litigation. The owner of Ranch Mobile Home Park sent email correspondence to the City threatening litigation over the City’s adoption of the Senior Mobile Home Park Overlay Zone and its application to the Ranch Mobile Home Park.

PRESENTATIONS:

Vivian Vasquez and Bill Simmons from the Ventura Council of Governments Broadband Working Group gave an update. Data speed testing and surveys are expected soon.

Rick Lemmo was honored for his contributions to the community with a dedicated seat in the Forum Theatre, where council meetings are held. Lemmo has been a Thousand Oaks resident since 1986 and is the senior vice president of Caruso Affiliated.

Outgoing mayor McNamee was honored by regional and local elected government and community leaders.

Al Adam was elected as the new mayor for the 2024 term. This is Adam’s third term as mayor during his 12-year council career.

David Newman was elected mayor pro tem for the 2024 term. Newman begins his second year on the council.

PUBLIC COMMENTS:

12/5 Karen Wilburn, Newbury Park, recommended transparency during public comments and disclosure of affiliations or potential conflicts.

12/5 Gary Hartung thinks residents should vote on the general plan. He asked someone to contact LA Fitness about the audio equipment not working on gym equipment.

12/12 Fred Ukanaga thanked the council and outgoing mayor McNamee.

ITEMS:

$1,568,820 Taft Electric, Inc. contract for Hill Canyon Treatment Plant bioreactor electrical upgrades.

$488,300 D. Woolley and Associates, Inc. contract for pavement overlay, resurfacing and slurry.

$350,000 CompuWave and C D W Government, Inc. contract for computer desktops, laptops, tablets, switches, and firewall replacements.

$289,500 construction contract was awarded to XCEL Engineering, Inc. for rectangular rapid flashing beacons at pedestrian crosswalks.

$280,000 three-year agreement with George Hills Company, Inc. for liability claims administrator services.

$75,000 one-time increase to Grants and Donations Fund and a $25,000 reallocation from the Community Sports Grant program to the Community Social Services Grant program.

$59,500 one-year appointment of Jay Spurgin as a retired annuitant hourly employee. Spurgin was the former city director of Public Works and will advise the construction of a Navigation Center.

Reject all bids received on November 8, 2023, for retroreflective backplate for traffic signals. Re-advertise for construction bids.

ORDINANCES:

Second Readings of the following:

Ordinance No. 1722-ns certifies the final environmental impact report and mitigation monitoring and reporting program and amends the Thousand Oaks municipal code relating to the official zoning map by changing the zoning classification of a portion of property located at 225 North Moorpark Road.

Ordinance No. 1723-ns amends section 1-13.03 of the municipal code regarding campaign contribution limitations.

REPORTS:

$65,424.89 Community Sports Grant approved. (See list of recipients in the chart above.)

City Investment Review Committee annual report received. Finance director Boscarino says the city fund increased by $190 million. The city could operate for two years without additional revenue.

The 2023 National League of Cities City Summit Conference report was submitted by Engler and McNamee, who attended in November in Atlanta, Georgia.
